York County Finances Library Expansion, Law Enforcement Building, and Fire Truck Acquisition
York County borrowed $32.2 million from the spring 2022 Virginia Pooled Financing Program issuance pool for several capital projects. The County secured the 20-year loan with a lease revenue pledge. Theresa Owens, York County Director of Finance, had this to say about the financing: “It is great to work with VRA again. They always make the financing process seamless while securing very competitive rates. This was especially important considering these are some of the largest projects we’ve done in the past few years.”

The borrowing financed the following projects:

Replacement of Quantum Skyboom Fire Truck: The County has an established, regular replacement plan for fire/rescue apparatus. The replacement schedule recommended by the County’s Fleet Management Services is consistent with industry recommendations and similar to other fire departments’ experiences. The replacement plan ensures the reliability of emergency response equipment which is critical to ensuring an adequate level of fire/emergency medical services protection. The replacement fire truck has been ordered and is expected to be delivered by the end of 2022.

Yorktown Library Expansion/Renovation: Studies done over the past two decades have recommended that the Yorktown Library be expanded to accommodate the population growth and needs of citizens in the area. The expansion and renovation of 11,000 sq. ft. of existing library space will include a multipurpose auditorium, classrooms, study rooms, conference rooms, a technology training room, children's wing, teen space, and gallery space. At 34 years old, modernization of the existing library space is needed. 

New Law Enforcement Building: The County funded an outside space study to perform a utilization analysis of the County’s government buildings to review current usage/functionality and determine future space needs. Construction will begin in 2023. Construction includes:

  • a 51,550 sq. ft. two-story, masonry building with a brick façade
  • 50 parking spaces for public parking and 130 parking spaces in a secured lot
  • detached 4,000 sq. ft. patrol garage/storage building.

The project also includes the landing, stormwater best management practices and access roadways.
