Rhu Harris serves on the VRA board as the Vice Chair and was appointed by Governor Terry McAuliffe in September of 2016. Currently, Harris serves on the Board's budget and personnel committees.

Harris is the County Administrator for Hanover, a role he has held since 2004. During his three-decade career in Hanover, Harris has gained extensive finance and budgeting experience, expertise that is extremely beneficial to the VRA Board and Staff. Harris has served the residents of Hanover in a variety of roles and has made many lasting contributions to the community, such as: increasing the County's bond rating, increasing scholastic performance throughout the school system, decreasing crime rates to the lowest level since 1975 and earning the honor over the last four years as a top 100 community for young people to live.

Harris attended the University of Richmond where he received his bachelor of science degree in Accounting. He also attended the University of Virginia where he completed the Senior Executive Institute program at the Weldon Cooper Center for Public Service.
