State Revolving Fund Information

VRA, in partnership with the Virginia Department of Environmental Quality and Department of Health, administers the Clean Water Revolving Loan Fund and Drinking Water State Revolving Fund.  The Clean Water Revolving Loan Fund provides financial assistance for the construction of publicly owned wastewater treatment facilities and other eligible water pollution control projects including brownfields remediation, installation of agricultural best management practices, open space preservation and installation of stormwater best management practices having an impact on water quality.  The Drinking Water State Revolving Fund purpose of a drinking water state revolving fund is, among other things, to provide financial assistance for the construction of public drinking water facilities. Capitalization for such a revolving fund programs are to provided from federal grants and state matching funds.  Under such revolving fund programs, the state must provide matching funds equal to 20% of the amount to be provided by federal capitalization grants.  To date, VRA has made about 500 Loans from the Clean Water Revolving Loan Fund totaling approximately $3.3 billion and about 425 loans from the Drinking Water State Revolving Fund totaling approximately $407.3 million.
