Board Highlight: State Treasurer Richardson

David L. Richardson was appointed State Treasurer by Governor Glenn Youngkin on June 2, 2022. By statute, the Treasurer serves as an ex-officio member of the Virginia Resources Authority Board. Mr. Richardson serves on VRA’s Budget and Investment Committee.

Prior to his appointment as Treasurer, Mr. Richardson had recently retired after almost 44 years at the McGuireWoods law firm, where he specialized in tax-exempt bond financings for state and local governments and agencies, public and private colleges and universities, private schools, hospitals, retirement communities and other non-profits. He was the senior member of the firm’s Public Finance Department, recently served on the firm’s Board of Partners and Executive Committee and chaired the firm’s Debt Finance Department. Mr. Richardson holds a Bachelor of Arts degree in Economics and a Juris Doctor degree from the University of Virginia.

Mr. Richardson’s relationship with VRA goes back to 1984, when he and one of his law partners drafted the legislation creating VRA.  He and his firm also served as bond counsel on VRA’s inaugural bond issue in 1985 for the benefit of Chesterfield County and Prince William County Service Authority.

“David’s extensive experience in bond financings lends itself well to Board Room deliberations,” said VRA Executive Director Shawn Crumlish. “He is acutely aware of the intricacies of public finance and we appreciate his expertise.”
